Tender for the execution of works in phases 1 and 3 of area 2 of the executive project of the Collegats greenway
On 15.09.2025, the tender is published in the Contractor Profile of the City Council of La Pobla de Segur, for the execution of the works of phase 1 and 2 of the creation of the Via Verda de Collegats, executive project written by Cinesi, S.L.U. Both the drafting of the project and the execution of the works are contemplated within the framework of Action 3 of Axis 2 of the Destination Tourism Sustainability Plan, which is being carried out by the City Council of La Pobla de Segur as the beneficiary of the Next Generation EU aid for this action.
This is a tender with a simplified open procedure, open to all bidders who wish to submit, with an amount of €363,642.78, excluding VAT. The deadline for submitting offers ends on October 6 at 6:00 p.m.
The City Council is launching this new tender, due to the lack of valid offers in the last one published, and due to the need to carry out the works included in the sub-project called “La Pobla de Segur: nature and sustainable active tourism” of the Territorial Plan for Tourism Sustainability of Catalonia, through the extraordinary call 2022, financed entirely by the Recovery, Transformation and Resilience Plan of the Recovery and Resilience Mechanism financed by the European Union – Next Generation EU.
The main objective is to offer a tourist and sports option, betting on Pobla de Segur as the epicenter of cycling and facilitating the practice of this sport for users, offering different means to visit the town and its surroundings. This road, apart from being cycleable, can also be used as a hiking route and will facilitate the connection of the entire region from south to north, from Cellers to the rest area of Morreres.
In this work, phases I and II of area 2 will be executed.

The actions of the Destination Tourism Sustainability Plan are framed in the four priority axes related to the objects of the Recovery, Transformation and Resilience plan funded by the European Union – Next Generation EU.
The PSTD is a comprehensive project that aims to enhance the riverfront and the Sant Antoni Reservoir through environmental restoration, the promotion of public and tourist use that respects the environment, incorporating a recreational space of interest to visitors in the different seasons of the year.
In relation to improving energy efficiency, actions are planned to focus on sustainable mobility and the adaptation of infrastructure to the challenges of climate change, reducing the carbon footprint.
The digital transition is committed to a digitalized reception of visitors, with a more agile reservation and payment system and the development of platforms and tourism intelligence systems that constitute knowing the real impact of visitors to the municipality.
Finally, competitiveness focuses on creating new sports infrastructures for active tourism, adapted to all audiences and thus increasing the range of products and tourist experiences that visitors and residents of the municipality can enjoy.
